Usually not. Fuel pump is either on or off. A dirty throttle body might be your issue. Hard to tell without seeing the car. Any lights on the dash?

Not getting fuel, starts with starting fluid then dies. Don't hear fuel pump, suspect chewed wire. Where is pump located and wire running to it located. Ran perfectly when put into storage.
