What would cause the motor to turn over when turn signals is turned on and key off?

A short in the steering column probably. All kinds of fun to fix!

we changed the ignition switch but it didnt work.

I'd suspect the wiring harness that goes up through the steering column.

look for a short in the wiring harness possibly behind the fuse box ,possibly a starter relay check where the harness passes through the firewall,check the harness itself
