If I'm not mistaken it is located behind the harmonic balancer.

It is located behind the harmonic balancer. If it is bad, the car will not start or run. A bad cam sensor will let the car run but performance and mileage will be down.

Are the cam sensor and crank shaft sensor the same thing?

Not unless your car uses the crank as the cam.
