1995 buick lesabre custom wong start just clicks

Yesterday I went and got gas and tried to start it
and wouldn't turn over it just clicks all the lights
come on and light up and had the battery tested
and it's fine so have no idea on what it could be

First you inspect and clean the battery cables, make sure you don't see corrosion in the wires under the insulation by the clamps, make sure cables are tight. Normally clicking sound is cause by bad connections, low battery, or the starter itself.
