Its more than likely a faulty stoplight switch. This part is connected to the brake pedal with a wiring harness attached. It directs current to the brake lights, cruise control, and the shift interlock solenoid to turn them on or off.If its faulty,it will cause the brake lights to run continuously or not at all and the transmission will not shift out of park. Go to Autozones website and look up the following part number if you wanna see what it looks like. It might also be a faulty shift interlock solenoid that is causing the problem instead of the stoplight switch. Disconnect wiring harness from stoplight switch, use a short piece of wire as a jumper wire, insert one wire end into the stoplight switch wiring harness terminal and insert the other wire end into the remaining terminal on harness. Now start the truck and see if it will shift out of park.If it does, the stoplight switch is bad.If it doesn't shift, its probably a bad shift interlock solenoid on steering column

In 93 you don't have to press the brake to shift out of park. It sounds to me like it will move into "D" but won't move. I've had a few transfer cases actually break and cause it not to move. This is a good possibility.
