Possibly, it could also be low fuel pressure, map sensor, ACT sensor, etc. you should start with checking the codes and the fuel pressure and flow.

Sounds like a real nightmare, I hope you have access to a lab scope or at least a live data scanner, might make this a little easier.
Im hoping its fuel related and not electrical!!
Figured it out its the wiring harness behind the intake manifold,moved it around and fixed the problem now have to take intake of and inspect each wire.thought i would share incase somebody else has this issue..
