How to remove plastic engine cover to replace oil filter

Most plastic covers are either bolted to brackets or use a plunge mechanism. If you can't find any bolts to remove then try lifting (with some gentle force) on the plastic covers. They usually give way after a couple of seconds of pulling (gently).

First remove the oil cap, then you pull up on the cover to remove it. This is how my 2005 Ion is.
