There is an internal circuit breaker for the wiper motor. If the wiper motor overheats from exactly the conditions you described the circuit breaker will trip and stop the wiper motor. When the wiper motor cools the circuit breaker will reset and the wiper motor will start working again. This can take several minutes. If the wiper motor is working then the wiper transmission is either broken or disconnected from being "forced" to move. For future reference always defrost and clear ice and snow from the windshield before switching the wipers on. HTH. - Jim
