I replaced power steering pump and hoses and cooler now I have no power steering at all, also seems to make the same noise as before I did all this

Are you sure the pump failed or is it in the steering gear valveing.

How would I check for that?

Did you get the air out of the system like in this video? https://www.youtube.com/watch?v=pW0Rt_yJTow If you did everything correctly, you may have a bad rack.

Putting a pressure gauge on the power steering system is a way to test pump output, if the output is at specs then you have a bad steering rack.

Pump was bad when bought

Pump worked when driving van out of shop,failed on way home
