07 Chevy suburban making a whistling noise loss of power and tranny keeps downshifting

Whistling noise in the engine bay is usually from a split vacuum hose. That will give you a loss of power.

Could be your converter. When they get clogged up, the back pressure causes a whistle noise and you will lose power.
