my saturn is making a muffling sound, i changed the spark plugs again and its still making muffling sound

when you say It's a muffling sound do you mean like the muffler is kind of blocked could be you have a bad muffler or your catalytic converter is going bad not quite sure what you mean by muffling

sound is like it wants to dye out but doesn't just muffles when i have it in neutral or when i take off in first and 2nd gear once i run it pass 3rd don't hear it as much.

It's really hard to say for A novice like me not knowing the personal history of the vehicle it could be anything from spark plug wires to a catalytic converter to a muffler to a lot of things but it sounds like your fuel delivery or your catalytic converter you might want to go and have it diagnosed you know because you could throw money at it and never solve the problem until you get a proper diagnostic hopefully you have a trusted mechanic good luck.
