98 Saturn won't turn over

My 98 Saturn Sl won't turn over. The battery is still
good I even replaced the starter and still nothing. I
tried starting in neutral nothing

The engine doesn't turn (crank) at all? Or cranks over but won't catch and run?

Mine cranks but doesn’t turn over. After a couple tries I lose all power. Help pls
