I have a 2001 Saturn my back signal lights won't work how do I fix this

I'm not sure if this helps, but I was told that it's somethingin the steering column. Mine is an 02 and someone rewired it for a trailer??? Can't understand that, but after replacing all wires and fuses I still don't have lights. Please let me know if you have any suggestions, or if that helped you out any.
