the key will start my car just fine but when I remove the key and have it in the off position the car keeps running I have tried turning the key back and forth also the running lights stays on the car

with AC . The key that goed into the
ignition also looks like it has a little
small micro chip at the end of the key
that is near the handle of the key

Sounds like you need a new ignition lock cylinder or ignition switch. They get worn over time, especially is you have lots of keys on your ring.
