Why is my 96 Chevy Lumina Bogging out around 25MPH almost like its not shirfting

My car gets to about 20-25MPH and will high rev and loose power
almost as if its not shifting get a high windy sound as well. Noticed
this morning that under the hood was smoking up by the windsheild.  
Tranny fluid is full oil is full coolent is good and have new spark
plugs. Anything helps thanks:)

Yes the car has been running and if its in park its outside the car if its driving its coming in at the feet we are replacing the heating lines now seems my lower heating line popped a hole in it. ive looked online how to change this line and come up with nothing any ideas how to change this hose
