How to diagnose if fuel pump Going out?

Car cut off while driving down street sat a while and started up got home and heard
whining sound from gas tank and smelled fumes. Can anyone tell me how to diagnose
this problem.

The whining sound and car cutting off might be your fuel pump going south. Smelling fumes, there might be a leak.
