I have 1997 suburban and run but when i drive it it wont go over 40 miles i changed cables ' everyting and still the same help please!!

Is the catalytic converter plugged up? put your hand behind the exhaust pipe and hold your breath- have someone rev the engine- there should be a good blast comin' out-
