power steering doesnt work at times when parking

only at times the power steering gets really stiff , if i rev the engine i will have
enough power to the ps to park the car. it doesnt happen all the time , i put
new fluid in the tank but that doesnt help , the belts seem tight. wondering if i
need a new unit or a hose is clogged.

may be tightness in the steering gear~ see if the ball joints are not on the verge of siezing up!~
