volvo s90 1998 Fog lights keep popping a fuse

Hi, i have a 1998 Volvo S90 i notice i keep popping the 25 amp fuse when i press the fog light switch can someone direct me what i should try first? Both fog light bulbs work  for a instant seconf then i blow the fuse instantly.The main fuse #8 is fine in fuse box 1  Fuse box 2 underhood where the relays are keeps blowing the first fuse which is a 25 amp

Sounds like the positive (+) wire to one of the light sockets has a bare spot on the insulation and is touching something metal. The fog lights sit very close to the road and are prone to damage. Possibly something got kicked up from the road while you were driving and damaged a wire. HTH. -Jim
