i bought a 1999 volvo s70 that has an ignition thats all torn up and without a key. It starts but wont stay running,itshuts itself off after about 2mins. whats the problem, ...please help

my S70 has a messed up steering column I've had to rebuild it from scratch which includes replacing the ignition and keys.  There in lies my problem. I need to have the brain reprogrammed for a new key and transponder. This vehicle is going to be a low budget project for my daughter's sweet sixteen so I would like to avoid paying the dealership to have this done. If anyone knows a way to reprogram the vehicle at home I would greatly appreciate the input.     Thanks

You need special equipment to do so. You don't need the dealership, call a few local shops in your area, I'm sure one can help.
