Heater core or bad windshield seal. Does it smell like coolant? Then heater core. Smells like water, you have a leaky windshield seal, bad door seal, or possible even a rust hole tires kick up water from the road through

Oh I re-read that, you definitely have a rust hole... tire spray is kicking water in through that rust hole.... I had this on my 98 accord. I just got some screen from an old window. Put the screen in from the inside of the trunk(pulled back carpet) and gobbled a bunch of bondo to plug the hole

Not exactly a rust hole, these cars have a tendency for getting the cowl drains clogged up, which will send water right into the car. Clear out your drains under the windshield cowl. There are two rubber hoses that need to be cleared. Then there are two smaller drains, one on the far left and one on the far right. You might have to remove the fuse box cover to access the one on the driver side. Those will plug up and the floors will be soaked.
