revs too high while driving / coasting

1995 850 Turbo Wagon started to rev too high. Below is a list of symptoms.

1. Rough start:
a. On cold start, may not start immediately on first try
b. Idle after start is rough at first, becomes smoother after gas pedal is pressed first time
2. Idle RPM choking then recovering after pushing gas pedal at stop sign
3. RPMs not going down on coasting, e.g. when going 40 mph and releasing the gas pedal (not always); sometimes revs up and accelerates
4. RPMs going up without notice (rarely); had RPMs go from 800 to >3000 when in parked and idling
5. Guzzling more gas than usual (estimate: now under 20 miles to gallon, used to be above 21)

Check air filter and clean throttle body and also clean or replace (IAC) Idle Air Control valve replace fuel filter if have not done so in a while add fuel injector cleaner to gas tank and use middle grade or high test gas to help clean out the gum and carbon build up.
