my 2004 rx8 mazda failed inspection for FAIL COMMUNICATION. What does that mean??

It means that the on board computer would not connect with what ever system the inspection station has. Could be a fault with the car, or a fault with the system at the inspection station. It is an OBD2 system, you might try going to a major parts store most of them will hook up a tester for free and get codes, but if it still says no communication then you will have to get into the ECM wiring or even the ECM itself could be at fault.
