What might cause 1998 cavalier throttle body to overflow with gas any time battery is connected

Stuck injector driver inside the ECM, not repairable by yourself, you will have to replace the ECM. This is assuming that you have checked for a crosscircuit in the injector wiring and it isn't grounded out.
