1999 chevy tahoe

When my light are off my brake lights and turn
signals work fine. When I turn my lights on the
front parking lights don't work and I have nothing
working in the back, no parking no brakes and no
turn signals.

That sounds like grounding issues, check all of the rear light ground wires and connection points and also do the same thing for the front. Also check for cross circuited lamps.

Ok already did the rear and probably do the front today, could it be the head light switch the cluster lights lights up?

I don't think so as it cancels everything when you turn it on, that tells me that it is making a connection.

    I have a 99 Tahoe and in park the engine sounds beautiful. But as soon as you put it drive it won't run over 10 mph. Then it stops and starts over from 0 mph back to 10mph.
