I have a 2.0l jetta 2004. I lowered and made it look less stock but i want some grumble in the muffler. Should I get a cat back and muffler with tips? Or just get muffler tips?

TO SOUND LIKE A RICER/CAN! I know im not getting much performance
If your selling the car soon, don't put any more money into it, you won't recoup the costs.
If you feel you MUST make the exhaust note deeper, visit your local exhaust shop and have them install a performance muffler...and maybe delete the resonator (upstream from the muffler)...but Tom is right, you won't add to the value of the car.
Exhaust systems are not cheap.
