What could cause my 1999 malibu to shake really bad and seem sluggish like it's not wanting to get power?

I let an idiot work on my car he fixed
the water leak issue but unbeknown
tone he went and tried to clean my
spark plugs my car hasn't ran right
since. When u start it it shakes really
bad and is not getting much power.. I
changed the spark plugs and plug
boots.. And it's still running it's
throwing a multiple miss fire code
can someone please help me? Also
someone mentioned it may be a coil
pack but he said the coil pack looks
new , if it looks new does this mean it
can't be bad?

No. Just because it is new doesn't mean it is good, I can't remember how many new parts were bad right after the install or failed before it even left the shop, I have even had to walk back to the shop because a new part failed.
