I'd recheck the connections and ground of the new harness. Make sure there have not been midyear production changes to the harness. If there have been, do you have the correct one, and what was changed if so. follow the wiring and see if your grounds are making correct contact. Make sure there is no cross connection or damaged wires shorting across to another loop. It is in the wiring I'm nearly certain.
