my wheels do not turn at all 1999 lumina. power steering was low and power steering slowly got worse and worse. wheels fail to turn now..

I believe steering fluid went too low and the wheels do not turn now at all.

aseen1.5 years since I have touched the Lumina, but the Reservoir was empty. I will have to go into town and will get some Power steering fluid. I did jack up the wheels in the air and they do turn manually, but I thought when the steering went out, it felt as if the steering wheel had no response, but I have taken out the battery, have it charged up and tested in case I have to get a new battery as well. I think the leak that originally was there was from the high pressure line, so I do not know yet, where I stand there. Am I correct in thinking that the even totally empty, the wheels should when turning the steering wheel? Thank you Guru consultant...

No not necessarily, on my 2010 Chevy Impala you cannot turn the wheels at all unless the car is running, and there is nothing wrong with it. I was kind of shocked that I couldn't turn the wheels without having the engine on, found this out when I changed the front wheel bearings on it.
