At night time my internal instrument lights only illuminate when I have the lights set to full beam. Is this a fuse problem as I have adjusted the thumb wheel to its fullest?

At night time my internal instrument lights only illuminate when I have the lights set to full beam.  Without the lights being selected to full beam the instrument panel will not light up.
