My instrument cluster gauges fluctuates from time to
time.. as if it's shorting out

its possible that it is. Ussaly you can just pop in a new or used cluster in these cars but vw has theirs run all the security features. If i were you i would have it checked out by either a car electrician or a vw specialist shop just to be sure. an electrician can check all the wiring harnesses why they are at it since these cars tend to develop shorts in the main harnesses some times from rubbing.
