With the battery hook up you turn key to the on position and nuthing lites up and then you try to crank it still nuthing with the key turned off the mileage stays on??

check your battery connections and the condition of your battery.

check your fuses they are conmanly located the side of the dash

Agreed, also check relays including starter relay and ecm relay.
