I just bought a 1998 VW cabrio conv. and the window washer does not work?

The window washer with the wipers does not work.  I popped the hood and the washer fluid container was empty.  It was connected by a couple of wires connected to the container leading into the car. But, I could pick up the whole container because it was not screwed in and I could move it all around and I could remove it, if it was not connected by those few wires.  Is it not connected below the fluid tank?  Do I just have to screw it in?  How does one fix this?

First you have to determine that the right wires go to the washer pump. See if you can find how the resevior connects to the engine/supports. Then see if you can hear the pump run, if it does, add fluid and see what happens, you'll need a helper in the car. Maybe try procuring a VW service manual or have another friend with a VW to lend you a hand.
