My 2003 Toyota Camry le horn does not work, how can fix it or can install a
new horn?

I'd check the fuse first. That's the simplest fix if it's blown.

Locate the horn, check for 12 volts applied to the horn when somebody pushes the steering wheel horn switch. If you have 12 volts at the horn then the horn is bad. If you do not have 12 volts at the horn then a fuse, relay, wiring or horn switch is probably the problem.
