I have a 2003 dodge 1500. I disconnected
the battery, the headlights kept going on
and off, same for the horn. I had to pull
the fuses for horn and light

Try resetting the security system. Cycling the key in the door lock cylinder will turn off the alarm. Using your keyless remote to unlock the vehicle will also turn it off.
