what cause the hemi cover on 2003 dodge ram to take in engine oil

every time i take off my hemi cover it has engine oil in it

I am guessing it has something to do with the PCV hose/valve and excessive blow by.

thank you for response im uploading a picture of my pcv valve are is that hole suppose to have a hose connected or plug/
