What can cause the ac to click on and off and not cooling?

What causes ac to click on and off when turned on?
It does not blow cold air but trys to when traveling  
down highway

Low charge. This old you might have a leak in the AC system. You can get a DIY dye kit from your local parts store or have it professionally done.
