Did you check for codes ? (Always check for codes, like breathing to live). "At Idle", there is no "Load" put on the compressor belt or "clutch" for the most part. When you rev up the engine, turn on the A/C system or do both, a "load" is put on the clutch and pulley causing the belt to work harder to spin the pulley. The A/C clutch or the electrical signal being sent to it, have issues based on your description of the problem. Did you ask him if you can replace "just the A/C Compressor clutch" ?
