Is my water pump going out

My 2000 Dodge Ram 1500 pickup
wont start and it sounds like metal
on metal could it be my water
pump going out

No. If the truck is overheating then maybe the water pump is the problem but I am guessing that there is a problem with the starter.

It depends, usually a broken water pump doesn't stop an engine from starting. Check the oil first. It could also be a spun bearing and also a lot of other causes. Go see a mechanic, ask a handy neighbor, you shouldn't try to start it anymore.
