The fuel pump should run briefly when you first turn on the key, have you checked the pressure on intial start? If the fuel pressure doesn't jump right up you may have a partially plugged and in your case the filter is in the tank on the bottom of the fuel pump assembly.

This is exactly what is happening to my 2007 Ram 1500 5.7. But, I havent checked the pressure on the fuel pump... what is the psi supposed to be at
