97 dodge ram 1500 all wheel cylinder bleeder valves are rusted or broken

is there any other way to bleed brake lines all wheel valves are either rusted
closed or broken off

No, air gets trapped in the top part of the calipers, so if you don't want to replace the calipers then your only choice is to take them off and drill out the broken bleeders or have it done, but watch the price, sometimes drilling and retapping can be higher than a replacement caliper.
