this is a 360 there is what looks like some kind of plug p.s. laying on a creeper can you help

You are describing the classic starter solenoid contact ring problem. Does the starter have a sort of rectangular shaped solenoid on top of it? If it does then remove the starter and take off the back plate on the solenoid, inside will be a copper ring contact remove it and the spring, inspect the ring for any major burn spots, if it look fairly good then clean it up real good, then look at the contact lugs on each side of the solenoid case, you most likely will see that they are badly burned or almost gone, so they need to be replaced, most part stores should have them, then just reassemble and bench test the starter that should fix it.
