over fueling

I have a 1996 dodge 1500 5.9ci  it has not run good for about a year.I have replaced all the sensors on the throttle body pcm crank sensor. all the elect. componets inc coil.i
it runs but no power and it is now over fueling.the tail pipes are black with carbon.what is wrong?????????????

The catalytic converter is probably clogged and in need of replacement. As well as the spark plugs being gasoline fouled and not firing correctly. The rich fuel condition could be faulty fuel injectors, or fuel pressure regulator. I'd tackle that problem first. HTH. -Jim
