Do I have to pull the steering wheel to change out a signal switch on a 1994 dodge 1500

yes.

It's really not that big a job, removal of the vinyl covering to expose a big bolt, undo the big bolt, get a wheel puller and pull it out...switch will be a quick disconnect electrical and two screws holdin' it in~
