fuel pump

i have power to the fuel pump, all relays and fuses are new, the ignition switch and fuel pump are also new, anyone know why the fuel pump wont turn on?

replace the power wire to the fuelpump relay the pump will show power but wont pump had the same problem with my daughters dodge caravan
