2001 V6 convertible, AZ car moved to CT and now wont start when outside temps are cold

HI...I am from the midwest and moved to California. There are many things that need adjustment when you change climates. Typically if you go to the dealer or dyno tune shop they can maximize settings for best efficincy and reliability in the area you are in and also acheive the best fuel economy with the chanes in altitude and climate.
