New rivets? Or shoulder bolts?

I have a 1991 F250 4x4 I've had since new.  Great truck but sits most of the
time while I drive a car.  Over the last 10 years it started to wander like on the
highway the steering just isn't tight. It's been aligned and new steering box
and everything else is ok.  After a lengthy inspection at a tire place, I was told
it was the frame rivets come loose just (although it's not really visible) enough
to feel like it's wandering. Its annoying and heartbreaking because it's a great
truck, even at 30 years old.
I took care of it like my only child.  Who would I take it to replace the frame
rivits? My cousin who welds says I need new shoulder bolts?

I'd find a local auto body shop or a decent mechanic to consult you on a proper repair. Like you mentioned, welding might be involved and a good set of tools is needed, like a grinder, a torch, and or plasma cutter to get the old rivets out. Some rivets might not be accessible? Instead of replacing the rivets, replacing with bolts might be an option as your cousin mentioned. But I am no expert when it comes to frame repair. Again, research is key.
