If the starter motor won't crank the engine, make sure battery has a full charge and all connections are good, all ends, not just at the battery. Note the diagram. Make sure engine isn't seized. See the starter relay, unplug it, use jumper wire between cavities 30 and 87, the starter motor should crank the engine? If you try that make sure transmission is in park or neutral and parking brake is set. Vehicle can't move. If it will crank with jumper, but, otherwise won't, I think the problem is on control side of relay, right side in diagram, it has to have voltage and ground or it won't energize. I noticed part of your security system is starter motor disable. Using the jumper wire as explained bypasses the security system-- ignition switch and transmission switch, but, because it will crank doesn't mean it will start.

First try rotating engine by hand to make sure engine is not locked up. If it rotates freely, check the battery cables for corrosion and make sure they're tight, don't forget the one by the starter. If cables are ok, check battery voltage,it should be minimum 12.4. check voltage signal at the starter solenoid as you try to start it, if voltage is present and still doesn't start, replace starter. If no voltage present, trace back to fuse, relay, neutral switch or ignition switch.
