when we pour fuel directly into throttle body it starts up. how can i tell if the regulator is bad?
hate to ask you to do this but suck on the source vacuum to the regulator...it should let fuel flow~ if not we have a defector on our hands~
I'd look at the fuel pump, unless you can hear it runnin'~
there is a fuel pump relay as well~

also look and see if the security light is blinking if it is the the theft control module sends a signal to the ecm that turns on the fuel pump you can reset it just google it
