Should there be power to the starter, via the large
red lead, with the key off?

Yes

The key is just a switch that engages the power to starter to turn over the engine, but electric should be present st the solenoid, ready for action.

I believe the solenoid on the fenderwell directs current to the starter via the ignition switch.
